Preparing a transparent, accurate, complete, consistent, and comparable Greenhouse Gas (GHG) inventory is a core element of the Paris Agreement’s Enhanced Transparency Framework (ETF). A robust inventory enables countries to pinpoint sources of emissions and removals, providing the essential data needed to manage resources effectively for both climate change mitigation and adaptation. Furthermore, a robust inventory also supports emission projections, tracking progress of Nationally Determined Contributions (NDCs), and is fundamental for effective policy development, and NDC implementation and evaluation.

Submitting the GHG inventory, including the common reporting tables, to the UNFCCC to meet Paris Agreement reporting requirements can be challenging. The IPCC Inventory Software (“Software”), is a widely used tool for preparing a GHG inventory in accordance with the 2006 IPCC Guidelines. As of 2024, the Software is interoperable with the UNFCCC ETF Reporting Tool, enabling countries to prepare inventories consistent with the modalities, procedures and guidelines for the transparency of action and support referred to in Article 13 of the Paris Agreement.

This self-paced course from the Initiative for Climate Action Transparency (ICAT) on the Use of the IPCC Inventory Software, introduces learners to the key features and functionalities of the Software. The course includes practical exercises, step-by-step guidance, and tips for using the Software across all IPCC sectors, as well as its interoperability function with the UNFCCC ETF Reporting Tool.

About the course

The ICAT E-learning Course on the Use of the IPCC Inventory Software supports countries in preparing robust GHG estimates in adherence to IPCC good practice and UNFCCC reporting requirements. The course adopts a practical, hands-on approach across six modules covering all inventory sectors and is designed to be used directly alongside the Software.

Although it is designed primarily for government representatives and technical experts, it is open to all interested stakeholders. The course is tailored to the needs of countries at various stages of inventory development.

The full course is offered in English. However, a Russian version of the LULUCF module is also available, which can be accessed by clicking on the Russian option available in the Languages section at the top of the page. Course highlights and outcomes

Through this course, you will:

Understand the benefits of using the Software to prepare GHG inventories consistent with IPCC good practice and Paris Agreement reporting requirements.
Apply the functionalities of the Software within national institutional arrangements.
Identify data needs for each inventory source and sink category based on national circumstances.
Acquire practical experience using the Software to estimate GHG emissions and removals across common key categories from the 2006 IPCC Guidelines, the 2013 Wetlands Supplement, and, where needed for UNFCCC reporting, the 2019 Refinement to the 2006 IPCC Guidelines.
Gain proficiency in using the interoperability function in the Software to prepare an inventory for upload into the UNFCCC ETF Reporting Tool.
