Introduction

Climate finance is indispensable for delivering Nationally Determined Contributions (NDCs) and achieving national climate targets. To turn plans into results, countries need holistic systems that help them identify needs, mobilize resources, allocate and spend funds efficiently, and track outcomes. Thereby, climate finance transparency produces credible information, both for national decision-making and international reporting on financial support under the Paris Agreement’s Enhanced Transparency Framework (ETF).

This self-paced course on Climate Finance Transparency, developed by the Initiative for Climate Action Transparency (ICAT), is based on ICAT’s guide on the same topic. It equips learners with practical tools and step-by-step guidance to track, assess, and report climate finance flows, helping to strengthen national capacity to align with ETF requirements and implement NDCs.
